I am going to give a wild guess and say Ghost will probobly say no, although he is a very nice guy. The buttons and such are unique to the IPBFS site and this skin is also unique to IPBFS, if this skin will ever be available to the public then you will certainly be allowed to encorporate them into your site. Try making your own, you will feel really good about yourself by making your own graphics. Even if you aren't good at it, you will get better!
