is the html/css to ipb still available

I know that custom skins aren't being accepted atm, but i just wanted to know if that service is still provided, or if there's someone you recommend i see because i've been looking everywhere and just thought i'd ask

Custom skins are being accepted - there is just a minor delay due to high demand at the moment.
